With the exception of 1996, when California first legalized medical cannabis, or 2012, when Colorado and Washington became the first states to legalize recreational pot, 2016 was probably marijuana's best year ever. When 2016 began, medical marijuana was legal in 23 states, and recreational weed could be purchased legally by adults 21 and up in four states. By year's end, 28 states had legalized medicinal cannabis (two of which did so entirely through the legislative process), while the number of recreation-legal states had doubled to eight.
